Giving money to local govt's not for plan implementation of past, "business as usual," plans will continue this cycle of creating unsustainable and wasteful fragmented projects. Telling local govt's to throw all their old uncollaborative and individualistic plans and to start a new and create regional plans with sustainable price structures is the way to go.
