Very untrue.  Giving money to local govt&#039;s not for plan implementation of past, &quot;business as usual,&quot; plans will continue this cycle of creating unsustainable and wasteful fragmented projects.

Telling local govt&#039;s to throw all their old uncollaborative and individualistic plans and to start a new and create regional plans with sustainable price structures is the way to go.

It&#039;s gonna hurt at first, but its tough love that is needed.</description>
