Looking through HR 3617, I can't find any mention of restoration of the $87 billion dollar rescission described in FHWA Notice 4510.711.

Does HR 3617 allow the rescission to stand?

We have a $500,000 dollar TE project on the chopping block. It fell just short of the state deadline to obligate the funds.

Anxious to know the prospects for rescue of these rescinded funds.
