		<description>Sigh.  I love living in a city with a clean, efficient subway, where I can comfortably kick back, cross my legs, read the paper and safely text all I want.  I say, instead of making states lose 25% of their highway money, mandate that they SPEND that 25% on transit.  Or maybe institute a Text-and-Trade system, where you buy credits that will allow you to text behind the wheel, and all those revenues go into transit operating assistance and New Starts grants.  I&#039;m being whimsical, of course.</description>
