Banks lend money with the expectation that they will be paid back with interest. Lets say I'm a city and I borrow $100m from this bank to build a highway spur or rail line. Both of those operate at a loss. How can they begin to pay back the investment capital, when they're not even operating at a profit? I ... don't get the infrastructure bank idea.
