		<description>Building serious transportation was never the point of the stimulus, or at least that was not the point of it as understood by officials in Kentucky. The point was jobs. Period. 

In Kentucky we used a lot of it on unneeded projects. There were unneeded projects related to all modes - motoring, bike, and ped. The only place where I saw no waste was in transit, because those guys had such a backlog of serious issues to deal with.</description>
