		<description>The transportation fund isn&#039;t owed anything.  When gas taxes start paying for all the roads and parking, not to mention the pollution clean-up, emergency medical services and armies needed to maintain auto-based mobility, then they can start complaining.

This puts the walk-bike community in a tough spot on the Hill.  We&#039;re almost entirely dependent upon Oberstar for the presence of good walk-bike programs and policy in the federal program, so that silences us on larger transportation policy issues.</description>
